Finance Commission:

  • The Finance Commission (FC), a constitutional authority, decides how and how much tax revenue should be distributed between the states and the federal government.
  • Under Article 280, The President of India is required to constitute a Finance Commission at an interval of 5 years.
  • 15th Finance Commission was constituted by the President of India in November 2017, under the chairmanship of NK Singh.

Duties of Finance Commission:

  • With this, the government will incur additional Rs 14,000-15,000 crore annually for the next five years.
  • In 2022-23, a total of 513.14 lakh tonnes (lt) of foodgrains were distributed through ration shops under the NFSA, including 341.80 lt of rice and 171.34 lt of wheat.
  • The Centre has spent Rs 11.80-lakh core in the last five years on this scheme.
  • The current PMGKAY scheme is valid till December 31, 2023.

PM Garib Kalyan Anna Yojana:

  • It was introduced in 2020 during Covid Situation.
  • Under NFSA 2013, each beneficiary of ration card holders is entitled to get 5 kg of rice or wheat or both per month.

Categories of Ration Card Holders:

  • AAY(Antodya Anna Yojana) – Beneficiaries receives 35kg of grains per month.
  • Priority Household: Receives food grain based on the family size, with each member getting 5 kg of rice.
  • Note: According to the food ministry data, for current fiscal, the economic cost of rice is Rs 39.18/kg and that of wheat is Rs 27.03/kg.
    • The government has allocated Rs 1,97,350 crore for FY24 against Rs 2,87,194 crore in FY23 (RE).
    • It is expected to exceed Rs 2-lakh crore in current fiscal.

  • Therefore, the state government in collaboration with six public sector banks namely State Bank of India, Punjab National Bank, Union Bank of India, UCO Bank, Bank of India and Bank of Baroda has come up with the “Ama Bank” scheme for providing banking services to all unbanked GPs.
  • 750 panchayats will get banking services through CSP outlets in the first phase and the remaining panchayats will be covered by March 2024.
  • The CSP Plus banking outlets will empower the people by providing credit for small businesses. As many as 15 banking services will be available through these outlets and steps have been taken to provide doorstep services to elderly, differently-abled persons and pregnant women.
  • State government is providing rent free banking space for five years.
  • The state government will also bear one-time expenses for fixed cost and recurring expenses for a period of three years.

  • The scheme aims to provide drones to 15,000 selected Women SHGs during the period 2023-24 to 2025-2026 for providing rental services to farmers for agriculture purpose.

Highlights:

  • Central Financial Assistance @ 80% of the cost of drone and accessories/ancillary charges up to a maximum of Rs. Eight Lakh will be provided to the women SHGs for purchase of drones.
  • The Cluster Level Federation (CLFs) of SHGs may raise the balance amount (total cost of procurement minus subsidy) as loan under National Agriculture Infra Financing Facility (AIF).
  • Interest subvention @ 3% on the AIF loan will be provided.
  • One of the members of the women SHGs who is well qualified, 18 and above years of age will be elected by the SRLM and LFCs for 15 day training comprising of 5 day mandatory drone pilot training and additional 10 day training for agriculture purpose of nutrient and pesticide application.
  • The other member / family member of the SHG with inclination to take up repairs of electrical goods, fitting and mechanical works will be selected by the State Rural Livelihood Mission (SRLM) and LFCs who will be trained as drone technician/assistant.
  • These training shall be provided as a package along with the supply of drones.
  • LFCs will also promote use of Nano Fertilizers such as Nano Urea and Nano DAP by the drones with SHGs.
  • SHGs will rent out the drone services to the farmers for Nano fertilizer and also for pesticide applications.

  • The Central Government enacted the “The Criminal Law (Amendment) Act. 2018,” which included stringent punishment, including the death penalty for rape offenders, leading to the creation of the Fast Track Special Courts (FTSCs).
  • FTSCs Scheme was launched on 2 October 2019.
  • Fast Track Special Courts are established for the timely disposal of cases related to rape and the Protection of Children from Sexual Offences Act (POCSO Act) in August 2019.
  • The scheme mandated the establishment of exclusive POCSO Courts for districts with over 100 POCSO Act cases.
  • Thirty States/Union Territories have participated in the Scheme, operationalizing 761 FTSCs, including 414 exclusive POCSO Courts, which have resolved over 1,95,000 cases.
