- The Reserve Bank has been decided to extend the Prompt Corrective Action (PCA) framework for NBFCs to Government NBFCs (except those in Base Layer) with effect from October 1, 2024, based on the audited financials as on March 31, 2024, or thereafter.
- The objective of the PCA framework is to enable supervisory intervention at appropriate time and require the supervised entity to initiate and implement remedial measures in a timely manner, so as to restore its financial health.
- The PCA framework is also intended to act as a tool for effective market discipline.
- The PCA framework does not preclude the Reserve Bank of India from taking any other action as it deems fit at any time in addition to the corrective actions prescribed in the framework.
- The PCA framework for NBFCs came into effect from October 1, 2022, based on the financial position of NBFCs on or after March 31, 2022.

- Through this technology, SAC will be able to do the quantum key distribution (QKD) & pointing acquisition and tracking (PAT) for satellite-to-satellite communications in the space. The technology is all set to be used in ISRO’s upcoming space exploration programs.

Cabinet approves royalty rates for mining of Lithium, 2 other minerals
- The Union Cabinet approved amendment of Second Schedule of the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act) for specifying rate of royalty in respect of 3 critical and strategic minerals, namely, lithium, niobium and Rare Earth Elements
- The Centre has approved royalty rates of 3 per cent each for lithium and niobium and 1 per cent for Rare Earth Elements (REEs).
- The decision on the royalty rates for the three critical and strategic minerals was taken by the Union Cabinet chaired by Prime Minister Narendra Modi
- The approval by the Cabinet will enable the Centre to auction lithium, niobium and REE blocks for the first time in the country
- The royalty rate on minerals is an important financial consideration for bidders during auction of mines.
- Further, the method for calculating Average Sale Price (ASP) of these minerals has also been prepared by the Centre which will allow determining of bid parameters

- The cabinet has approved the signing of the MoU between the Ministry of Electronics and Information Technology and France’s Ministry of Economy, Finance and Industrial and Digital Sovereignty.
- The MoU intends to promote closer cooperation and exchange of information pertaining to digital technologies and will mutually support each participant’s goal to promote access to digital technology in their country in accordance with the MoU
- Through the MoU, both G2G and B2B bilateral Cooperation in the field of digital technologies will be enhanced. The MoU envisages improved collaboration leading to employment opportunities in the field of IT.

- The scheme has classified the tax dues under five broad categories — ₹50,000 and below, above ₹50,000 to ₹10 lakh, above ₹10 lakh to ₹1 crore, above ₹1 crore to ₹10 crore and above ₹10 crore.
- As per the data available, there are 2,11,607 tax disputes involving 1,42,569 traders.
- The total tax outstanding amount is ₹24,895 crore.
- The new scheme offers a complete waiver of tax arrears, interest, and penalty if the total tax arrears for an assessment year is below ₹50,000, and this is for every assessment year, a move that is expected to give a big relief to the small traders.
- For the tax dues that fall in the category of ₹50,000-₹10 lakh, traders can just pay 20 per cent of the dues or by paying a portion of the tax, interest, and fine to settle the disputes once and for all. In the other three categories, traders could pay the mentioned portion of the tax, interest, and fine and move out. For people who come forward to settle the dues under the scheme, the accrued interest on tax arrears till the amount is paid will be totally waived.
- The new Samadhan scheme will commence on October 16, 2023, and will be in force till February 14, 2024

- The scooter scheme will facilitate the movement of women and will bring new opportunities in the professional front for the women.
- The women, Patnaik said are performing a very good job and hoped that they would perform better from now onwards.
- 70 lakh women, the Mission Shakti will be further strengthened and the stride of women will give a new pace to the progress of the state.
- The Chief Minister said Odisha is the only state in the country to give government work orders to women.
- On this occasion, Patnaik announced to provide vehicles facilities to block and district level Mission Shakti federation for their official work.
- The Chief Minister said the aim of the government is to make members of the SHG as entrepreneurs for which the government is transferring Rs 150 crore interest assistance to their bank accounts directly for this purpose
Naveen launches “Mo Odisha Nabin Odisha” scheme
- In a bid to build a new and empowered Odisha, Chief Minister Naveen Patnaik launched Mo Odisha Nabin Odisha’’ scheme .
- The scheme will strengthen the infrastructure with focus on every village and every Panchayat in the state.
- Launching the scheme through video conference in Keonjhar and Bhadrak districts, the Chief Minister said in total Rs 3397 crore would be spent in the state for implementation of 90,723 projects in 6794 Gram Panchayats.
- Under the scheme, every Panchayat will get Rs 50 lakh for development of digital infrastructure, strengthening of Odia culture and conservation of Jaganath culture.
- The main objective of the scheme is to develop digital infrastructure in villages.

- In a remarkable move towards enhancing education and bolstering the socio-economic advancement of Scheduled Caste (SC) students, the Ministry of Social Justice & Empowerment has unveiled the ‘Scheme for Residential Education for Students in High Schools in Targeted Areas’ (SHRESHTA).
- The primary objective of this initiative is to extend the influence of government development programs and address service gaps in regions predominantly inhabited by SC communities within the education sector.
- SHRESHTA, designed to provide high-quality education to SC students, aims to create an environment conducive to their holistic development and secure their future prospects.
- The scheme’s implementation comprises two distinct approaches. The first category includes top CBSE/State Board-affiliated private residential schools known as SHRESHTA institutions.
- To identify outstanding students each year, the National Testing Agency (NTA) will conduct the National Entrance Test for SHRESHTA (NETS). These students will gain admission to schools affiliated with CBSE/State Boards for their education from Class 9 to 12.
- A selection committee, evaluating their exceptional performance, will handpick these schools. Institutions boasting a pass rate exceeding 75 percent for classes 10 and 12 over the past three years will be among those chosen for admitting these exceptional students.
- Approximately 3,000 SC students, with parents whose annual income falls within the 2.5 lakh limit, will be chosen each year through a national-level test conducted by the National Testing Agency (NTA).
- These students will be provided with a range of school choices based on their merit.
- Notably, the scheme covers all fees for each student, including both school fees (tuition fees) and hostel fees (mess charges).
- The specified admissible fees for each class are as follows: 9th: ₹ 1,00,000; 10th: ₹ 1,10,000; 11th: ₹ 1,25,000; 12th: ₹ 1,35,000
- Furthermore, the scheme incorporates a bridge course within the selected schools, targeting the individual academic needs of students and helping them adapt to the school environment.
- The cost of this bridge course, equivalent to 10 per cent of the annual fee, will also be covered by the Department, with regular monitoring of the students’ progress by the ministry.
- The second mode of implementation pertains to NGO/VO Operated Schools/Hostels (EXISTING COMPONENT).
- This mode specifically applies to schools and hostels operated by voluntary organizations (VOs) and NGOs, offering education up to the 12th standard

- Under the theme “Digital DARPG” the Department of Administrative Reforms and Public Grievances took several significant steps under the Special Campaign 3.0 to promote pan-India unified service delivery portals, reduce pendency in public grievances, adopt AI/ Emerging Technologies for effective redressal of public grievances, promote sustainable practices and ensure cleanliness & efficient record management in office.
- DARPG released the 17th Monthly report on CPGRAMS issued to sensitize all Ministries/ Departments on the timely redressal and qualitative redressal of public grievances under the Special Campaign 3.0. In September, 2023, average grievance redressal time in all the Ministries/Departments is 19 Days.
- Dr Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions launched the IGMS 2.0 Public Grievance portal and Automated Analysis in Tree Dashboard portal.
- The Intelligent Grievance Monitoring System (IGMS) 2.0 Dashboard has been implemented by IIT Kanpur following an MoU with DARPG for upgrading CPGRAMS with Artificial Intelligence capabilities.
- The Dashboard provides instant tabular analysis of Grievances Filed & Disposed, State-wise & District-wise Grievances Filed & Ministry-wise data. Besides, the Dashboard will also help the officials identify the root cause of the grievance.
- DARPG signed the non-disclosure agreement with the Bharat GPT team led by IIT Mumbai for working on India Specific Large Language Models (LLM) powered by Bhashini to give a demonstrable large language model for CPGRAMS to further simplify redressal of citizen grievances in CPGRAMS in the near future.
