• CITIIS 2.0 is a program conceived by the Ministry of Housing and Urban Affairs (MoHUA) in partnership with the French Development Agency (AFD), KreditanstaltfürWiederaufbau (KfW), the European Union (EU), and National Institute of Urban Affairs (NIUA).
• The program will run for a period of four years, i.e., from 2023 till 2027.
• The program envisages to support competitively selected projects promoting circular economy with focus on integrated waste management at the city level, climate-oriented reform actions at the State level, and institutional strengthening and knowledge dissemination at the National level.
• The funding for CITIIS 2.0 would include a loan of Rs.1760 crore (EUR 200 million) from AFD and KfW (EUR 100 million each) and a technical assistance grant of Rs.106 cr. (EUR 12 million) from the EU.
• CITIIS 2.0 aims to leverage and scale up the learnings and successes of CITIIS 1.0.
• CITIIS 1.0 was launched jointly in 2018 by MoHUA, AFD, EU, and NIUA, with a total outlay of ₹933 crore (EUR 106 million).
• CITIIS 2.0 will supplement the climate actions of Government of India through its ongoing National programs (National Mission on Sustainable Habitat, AMRUT 2.0, Swachh Bharat Mission 2.0 and Smart Cities Mission), as well as contributing positively to India’s Intended Nationally Determined Contributions (INDCs) and Conference of the Parties (COP26) commitments.

Cabinet approves establishment of a Regional Office of the Universal Postal Union (UPU) in New Delhi, India by entering into an Agreement with UPU

• The Union Cabinet chaired by the Hon’ble Prime Minister Shri Narendra Modi has approved to establish a Regional Office of the Universal Postal Union (UPU) in New Delhi, India to undertake UPU’s development cooperation and technical assistance activities in the region by entering into an agreement with UPU.
• The approval enables India to play active role at multilateral organizations in postal sector with emphasis on South-South and Triangular cooperation.
• India will provide a Field Project Expert, staff and office set up for UPU’s regional office.
  Projects on capacity building and trainings, improving efficiency and quality of postal services, enhancement of Postal technology, e-commerce and trade promotion etc will be prepared and implemented for the region by this office in coordination with UPU.
• The initiative would help expanding India’s diplomatic footprint and strengthen relations with other countries, specially in Asia-Pacific region and will enhance India’s presence at the global postal forums.

Cabinet approves Rs 1 lakh crore scheme to increase grain storage capacity in cooperative sector

• The Union Cabinet approved a Rs 1 lakh crore programme to increase foodgrain storage capacity by 700 lakh tonne in the cooperative sector.
• Presently, the grain storage capacity in the country is about 1,450 lakh tonne.
• In the next five years, the storage will expand to 2,150 lakh tonne.
• The storage capacity will be increased in the cooperative sector
• The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, approved the constitution and empowerment of an Inter Ministerial Committee (IMC) for facilitation of the “World’s Largest Grain Storage Plan in Cooperative Sector” by convergence of various schemes of the Ministry of Agriculture and Farmers Welfare, Ministry of Consumer Affairs, Food and Public Distribution and Ministry of Food Processing Industries.
• The panel, chaired by the minister of cooperation, will include the minister of agriculture and farmers welfare, minister of consumer affairs, food and public distribution, minister of food processing industries, and concerned secretaries as members.
• In order to ensure time-bound and uniform implementation of the Plan in a professional manner, Ministry of Cooperation will implement a pilot project in at least ten selected Districts of different States and UTs in the country.
• Cabinet has also given its nod to City Investments to Innovate, Integrate and Sustain 2.0 for integrated urban management.
• The committee will modify guidelines and implementation methodologies of the schemes of the respective ministries as needed, within the approved outlays and prescribed goals, to facilitate the “World’s Largest Grain Storage Plan in Cooperative Sector.”
• Additionally, the ministry of consumer affairs, food and public distribution’s allocation of food grains under the national food security act and procurement operations at minimum support price will also be part of the convergence.

• To initiate the service, commuters will have to add the DMRC’s official WhatsApp number 9650855800 in their phone’s contact list.
• For single and group journeys, a maximum six QR code-based tickets can be generated for each passenger.
• The tickets cannot be booked after business hours. The service does not allow cancellation of tickets.
• The DMRC will charge a nominal convenience fee for transactions done through credit or debit cards.
• No convenience fee will be charged for UPI-based transactions.
• Already, the DMRC introduced QR code-based paper tickets for travel on all lines, describing the development as a move towards a more transparent and human intervention-free mechanism.

• These changes are now being validated through a limited pilot program launched in Bengaluru.
• Five companies — Flex, Lenovo, CTDI, R-Logic, and Aforeserve — have volunteered for the pilot project. After the pilot is completed, a detailed assessment will be carried out by the IT ministry and modifications will be made to the process and policy.
• The ERSO project will support Mission LiFE. Mission LiFE was launched by Prime Minister Narendra Modi at the 2021 UN Climate Change Conference (UNFCCC COP26) to bring individual behaviors to the forefront of the global climate action narrative.
