- The Reserve Bank of India (RBI) directed Karnataka-based Mahalaxmi Cooperative Bank, Dharwad to function only as a non-banking institution.
- The RBI cancelled the banking licence dated March 23, 1994 granted to the Mahalaxmi Cooperative Bank Dharwad, the banking regulator said. The cancellation of licence is with effect from the close of business on June 27, 2023.
- This makes it obligatory on the part of Mahalaxmi Cooperative Bank Ltd., Dharwad, and Karnataka to stop conducting the business of ‘banking’ within the meaning of section 5(b) of the Act ibid, including acceptance of deposits from non-members with immediate effect.
- Mahalaxmi Cooperative Bank Ltd., Dharwad, Karnataka will ensure to repay unpaid and unclaimed deposits of non-members held by it, whenever demanded, even after being notified as non-banking Institution.
- In April 2023, the central bank cancelled the banking licence of Adoor Co-operative Urban Bank and allowed it to operate only as NBFC.
- The RBI imposed penalties on seven cooperative banks for contravention of/non-adherence with the certain norms issued by the central bank for the same.
- These cooperative banks were —Textile Traders Co-operative Bank Ltd, Ujjain NagarikSahakari Bank Maryadit, Panihati Co-operative Bank, The Berhampur Co-operative Urban Bank, Solapur SiddheshwarSahakari Bank, Uttar Pradesh Co-operative Bank Limited and the Uttarpara Co-operative Bank, the central bank said in statements.
- The central bank had imposed a penalty of ₹28 lakhs on Uttar Pradesh Co-operative Bank Limited.
- A monetary penalty of ₹4.50 lakhs was imposed on Textile Traders Co-operative Bank Ltd. Further, the central bank imposed ₹2.50 lakh penalty each on Panihati Co-operative Bank and The Uttarpara Co-operative Bank.
- Solapur SiddheshwarSahakariBank faced a penalty of ₹1.50 lakh. Similarly, ₹1 lakh each penalty was imposed on Ujjain NagarikSahakari Bank Maryadit and The Berhampur Co-operative Urban Bank.

- Ministry of Culture administers a Scheme namely “Financial Assistance for Veteran Artists” under which financial assistance of Rs. 6000/- per month is provided to artists and scholars above the age of 60 years who have contributed significantly in their specialized fields of performing arts and culture in their active age or are still contributing, but due to old age they are facing difficulty and are in penury condition.
- Currently, under the scheme, disbursal of financial assistance in respect of artists selected before 2017 is made through LIC while for the artists approved post 2017, it is made directly by the Ministry.
- It has been noted that the receipt of documents from the beneficiaries often get delayed resulting in disbursal of amount as lump sum instead of being released on a regular basis. With the signing of the MoU with Canara Bank, in a period of approximately two months post streamlining of the process, disbursal of financial assistance to the veteran artists would commence on monthly basis, also ensuring redressal of long pending grievances of beneficiaries.
- This initiative is reflective of the Culture Ministry’s commitment to constantly improve the interface with the artists’ community and the services provided to them.

- The Union Minister of Ports, Shipping & Waterways and Ayush Shri SarbanandaSonowal launched ‘SagarSamajikSahayyog’ – the new guidelines of Corporate Social Responsibility (CSR) by the Ministry of Ports, Shipping & Waterways.
- The new guidelines empower ports to undertake CSR activities directly.
- The event was also attended by Union Minister of State for Ports, Shipping & Waterways, Shri Shantanu Thakur & Union Minister of State of Ports, Shipping & Waterways, Shripad Yesso Naik.
- The new CSR guidelines unveiled will impact projects and programmes relating to activities specified in Section 70 of the Major Port Authorities Act, 2021.
- For the purpose of planning and implementing CSR projects, a Corporate Social Responsibility Committee shall be constituted in each major port. The Committee shall be headed by the Dy. Chairperson of the Major Port and shall have 2 other Members.
- Each major port shall prepare a Corporate Social Responsibility Plan for every financial year, and integrate its CSR in Business Plan with the social and environmental concerns related to the business of the entity.
- CSR Budget will be mandatorily created through a Board Resolution as a percentage of net profit.
- A port with an annual net profit of ₹100 crores or less can fix between 3% – 5% for CSR expenses.
- Similarly, ports with a net profit between ₹100 crores to ₹500 crores annually, can fix its CSR expenses between 2% and 3% of its net profit, subject to a minimum of ₹3 crores.
- For ports, whose annual net profit is above ₹500 crores per year, the CSR expenses can be between 0.5% and 2% of its net profit. 20% of CSR expenses must be earmarked to SainikKalyan Board at district level, National Maritime Heritage Complex and National Youth Development Fund.
- 78% of funds should be released for the social & environmental welfare of the community in areas like drinking water, education, vocational training, skill development, electricity through non-conventional & renewable sources, health & family welfare, promotion of livelihood for economically weaker section of society, community centres, hostels etc.
- A sum of 2% total CSR expense has been earmarked for monitoring of the projects under the CSR programmes by the Ports.

- The semi high-speed trains inaugurated are Rani Kamalapati (Bhopal)-Jabalpur Vande Bharat Express, Khajuraho-Bhopal-Indore Vande Bharat Express, Madgaon (Goa)-Mumbai Vande Bharat Express, Dharwad-Bengaluru Vande Bharat Express, and Hatia-Patna Vande Bharat Express.
- The Rani Kamlapati-Jabalpur Vande Bharat Express will connect Mahakaushal region (Jabalpur) to the central region (Bhopal) of Madhya Pradesh.
- The Khajuraho-Bhopal-Indore Vande Bharat Express will improve connectivity of Malwa region (Indore) and Bundelkhand region (Khajuraho) to central region (Bhopal), the statement said.
- The Madgaon (Goa)-Mumbai Vande Bharat Express is Goa’s first Vande Bharat Express.It will run between Mumbai’s ChhatrapatiShivajiMaharaj Terminus and Goa’s Madgaon station.
- The Dharwad-Bengaluru Vande Bharat Express will connect important cities in Karnataka – Dharwad, Hubballi and Davangere – with the state capital Bengaluru.
- The Hatia-Patna Vande Bharat Express is the first Vande Bharat train for Jharkhand and Bihar. Enhancing connectivity between Patna and Ranchi, the train will be a boon for tourists, students and businessmen

- The collaboration was formalized through a memorandum of understanding (MoU) between the two parties.
- ARIAS will establish and implement the Assam Agribusiness Investment Fund (AAIF), a contributory and determinate investment trust. The fund, with a corpus of Rs 250 crores, will be managed by Caspian Equity. Under the determinate trust structure, the share of beneficiaries is determined during the lifespan of the trust,
- AAIF will operate as a Category II Alternative Investment Fund registered with the Securities and Exchange Board of India (SEBI).
- The World Bank will provide anchor funding for the fund through the Assam Agribusiness and Rural Transformation Project (APART). The primary objective of the fund is to improve agricultural productivity and generate employment opportunities in Assam.

- The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, has given its approval for ratification of the Headquarters Agreement (HQA) between Government of India (Gol) and Coalition for Disaster Resilient Infrastructure (CDRI) signed on 22nd August, 2022.
- The CDRI was launched by the Hon’ble Prime Minister of India during the United Nations Climate Action Summit on the 23’d September, 2019, at New York. It is a major global initiative launched by the Government of India and is seen as India’s attempts to obtain a global leadership role in climate change and disaster resilience matters.
- On the 28* August, 2019, the Cabinet had approved the setting up of CDRI along with its supporting Secretariat in New Delhi and also gave the approval for Government of India financial support of Rs. 480 crore to CDRI over a period of 5 years from 2019-20 to 2023-24.
- Subsequently, on the 29th June, 2022, the Cabinet had approved recognition of CDRI as an International Organization and for signing of Headquarters Agreement (HQA) for granting CDRI exemptions, immunities and privileges as contemplated under Section-3 of the UN (P&I) Act, 1947.
- In pursuance of the Cabinet decision, on 22nd August, 2022 the HQA was signed between the Gol and CDRI.
- CDRI is a global partnership of National Governments, UN agencies and programmes, multilateral development banks and financing mechanisms, the private sector, academic and knowledge institutions that aims to promote the resilience of infrastructure systems to climate and disaster risks, thereby ensuring sustainable development.

- Shri ParshottamRupala, Minister of Fisheries, Animal Husbandry and Dairying, Government of India launched an android-based mobile app as “Report Fish Disease” in presence of Dr. L. Murugan, Minister of State for Fisheries, Animal Husbandry and Dairying, Shri J.N. Swain, Secretary, Department of Fisheries, MoFAH&D, Dr.AbhilakshLikhi, Officer on Special Duty, MoFAH&D and Dr.Himanshu Pathak, Secretary, DARE & DG, ICAR, New Delhi.
- Contributing to the vision of “Digital India”, the ‘Report Fish Disease’ has been developed by ICAR-National Bureau of Fish Genetic Resources (NBFGR), Lucknow and launched under the National Surveillance Programme for Aquatic Animal Diseases.
Background:
- The Department of Fisheries has allocated ₹33.78 crore for a period of three years for the implementation of the second phase of the NSPAAD under the PMMSY scheme.
- With the launch of this App, NSPAAD was able to meet the national and international obligations through transparent reporting.
- The app will be a central platform for connecting and will integrate fish farmers, field-level officers and fish health experts seamlessly.
- The disease problem faced by the farmers which used to go unnoticed or not reported earlier, will reach to the experts and the problem will be addressed in efficient manner within a short period of time.
Benefits:
- The farmers using this app will be able to connect directly to district fisheries officers and scientists.
- The Farmers and stakeholders can make self-reporting of diseases of finfish, shrimps and molluscs on their farms through this app for which scientific technical assistance will be provided through the same App by our scientists/ Experts to the farmers.
- Early warning system and scientific advice being provided to the farmers will be helping the farmers to reduce their losses due to diseases and will further strengthen the disease reporting by fish farmers in the country.
