  • It was in 1960 that an Annual Conference of Inspectors General of Police of States and Union Territories was organised to observe October 21 as the National Police Commemoration Day.
  • The day is set to honour the Bravehearts who protect the citizens of the country and are responsible for the enforcement of law and order.
  • Police Commemoration Day is also observed as Martyr’s Day in all police forces across India.
  • A national-level Police Commemoration Day parade has been organised since 2012 at the Police War Memorial in Chanakyapuri, New Delhi.
  • The day has been dedicated to the India-China conflict, when the Chinese troops opened fire at the Indian police force in Ladakh on October 21, 1959.
  • In the conflict, 10 of our heroic warriors sacrificed their lives while defending our borders at the hot springs in Aksai Chin in Ladakh. Seven others also suffered injuries.
  • China eventually returned the bodies of the 10 Indian martyrs on November 13, 1959.
    They were cremated with full police honours at Hot Springs. Later in 1960, October 21 was officially recognised and ever since, the day is commemorated as the Police Commemoration Day across the country.

  • International Stuttering Awareness Day or International Stammering Awareness Day is an annual observance that falls on October 22.
  • Stuttering self-help groups began to emerge in the mid-20th century when people who stuttered came together to support each other, share their experiences and raise awareness about stuttering hence, playing a vital role in the early efforts to destigmatise the speech disorder.
  • Later in 1995, the International Stuttering Association (ISA) was founded by a group of individuals and organisations dedicated to promoting awareness and understanding of stuttering and to serve as an umbrella organisation for various stuttering support groups and associations around the world.
  • In 1998, the ISA officially launched International Stuttering Awareness Day, setting the date as October 22 to coincide with the birthday of the famous English author and playwright, Sir George Bernard Shaw, who was also known to have stuttered.
  • Shaw’s experiences with stuttering were an inspiration for many people who stutter and those advocating for greater awareness and acceptance of the condition.

  • The Reserve Bank of India (RBI) initiated a pilot program for the wholesale segment of its central bank digital currency (CBDC) in the interbank call money market, according to dealers from participating banks.
  • Dealers said nine banks, including four public sector banks and five private sector banks, are participating in the e-rupee call money pilot.
  • This is the second use case of testing wholesale CBDC, the first being the government securities market introduced in November last year.
  • In the call money market, banks engage in short-term borrowing and lending activities among themselves, with interest rates determined by prevailing market conditions.
  • The operational process for the e-rupee pilot remains the same, except for the settlement, which will now be carried out using the CBDC instead of the real-time gross settlement used in trades on the Clearing Corp of India Limited (CCIL).
  • Dealers said the settlements will be in T+0 mode, indicating that trades will be settled on the same day.
  • The weighted average call rate has largely remained above the repo rate since August 10, after the announcement of the incremental cash reserve ratio (I-CRR). The weighted average call rate was at the same level as Wednesday – 6.72 per cent. The repo rate is at 6.5%.
  • RBI Executive Director Ajay Kumar Choudhary, who is in-charge of the fintech department, had previously stated that the central bank might launch the wholesale digital rupee pilot for the interbank call market by October.
  • The pilot of wholesale CBDC, also known as Digital Rupee-Wholesale (e-W), was started for the government securities market in November last year. It was restricted to facilitating the settlement of secondary market transactions in government securities.
  • Subsequently, the pilot for the retail CBDC commenced on December 1.
  • According to dealers. most participating banks remain the same from the wholesale e-rupee pilot for the government securities market with Federal Bank replacing HSBC in the call money pilot.
  • State Bank of India, Bank of Baroda, Union Bank of India, HDFC Bank, ICICI Bank, Kotak Mahindra Bank, Yes Bank, IDFC First Bank and HSBC were part of the wholesale CBDC in government securities pilot program.

  • The passive smoking at homes has declined from 82.5% to 32.9%.
  • As per the latest Global Youth Tobacco survey the tobacco use among 13-15 age groups in Himachal Pradesh is 1.1% which is lowest in India.
  • Himachal Pradesh’s model for tobacco control is cost-effective, self-enforcing and sustainable.
  • The state has prepared a strategy to reduce tobacco use to below 10% by 2025 and below 5% by 2030 to achieve tobacco endgame. Himachal Pradesh is on track to achieve the targets.

  • Bengaluru’s Kempegowda International Airport (KIA) has ranked as the world’s most punctual airport for the past three consecutive months in the ‘On-Time Performance Monthly Report’ published by data analytics firm Cirium.
  • KIA maintained an on-time departure punctuality of 87.51 per cent in July, 89.66 per cent in August, and 88.51 per cent in September. According to the report, on-time departure ranking measures the percentage of flights that departed within 15 minutes of the scheduled time.
  • Bengaluru airport is ahead of Salt Lake City International Airport in the USA (87.04 per cent) and Rajiv Gandhi International Airport in Hyderabad (86.48 per cent) in the rankings.
  • Cirium categorises airports based on factors like seat capacity, gate departure coverage of 80 per cent or higher, and flight volume. The categories include Large Airport (25-40 million passengers), Medium Airport (15-25 million passengers), and Small Airport (5-15 million passengers).
  • The report tracked 89 per cent of flights amounting to a total of 18,913 flights (88 routes) to and from Bengaluru.
