  • China successfully launched the Shenzhou-16 manned spaceship, sending three astronauts, including the first civilian to its space station combination for a five-month mission.
  • The spaceship, atop a Long March-2F carrier rocket, blasted off from the Jiuquan Satellite Launch Centre in northwest China, according to the China Manned Space Agency (CMSA).
  • About 10 minutes after the launch, Shenzhou-16 separated from the rocket and entered its designated orbit
  • Th astronauts on Shenzhou-16 will replace the three-member crew of the Shenzhou-15 that arrived at the space station late in November.
  • The space station, comprising three modules, was completed at the end of last year after a total of 11 crewed and uncrewed missions since April 2021 initiated by the launch of the first and biggest module – the station’s main living quarters.
  • Gui Haichao, a professor at Beihang University in Beijing regarded as a payload specialist was among the three astronauts.
  • The other two are mission’s commander Jing Haipeng, who is also making history by becoming the first Chinese astronaut to go into space for a record fourth time.
  • The astronaut flight engineer Zhu Yangzhu is also making his first journey into space.

  • Iran, Belarus and Mongolia have been invited as Observer States. As per SCO tradition, Turkmenistan has also been invited as the guest of the Chair.
  • The theme of this year’s Summit is ‘Towards a SECURE SCO’.
  • The SECURE acronym was coined by PM Modi at the 2018 SCO Summit and stands for Security; Economy and Trade; Connectivity; Unity; Respect for Sovereignty and Territorial Integrity; and Environment.
  • Launched in Shanghai in June 2001, the SCO has eight full members, including its six founding members: China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.
    India and Pakistan joined as full members in 2017.

  • Since last year, the credit facility has been used for urgent procurement of fuel, medicine, food items and industrial raw materials, as per the requirements and priorities of Sri Lanka.
  • India extended multi-pronged assistance of about $4 billion to Sri Lanka last year, through multiple credit lines and currency support, in line with India’s ‘Neighbourhood First’ policy.
  • Sri Lanka announced that it has commenced the preliminary work to resume the abandoned Japan-funded Light Rail Transit (LRT) project.
  • The cabinet approved President Ranil Wickremesinghe’s proposal to resume the project. Wickremesinghe visited Japan last week.
  • Former President Gotabaya Rajapaksa unilaterally cancelled the $1.5 billion LRT project and the Colombo Port’s East Container Terminal (ECT) projects in 2021.
  • Japan agreed to fund the LRT project while also showing interest in the ECT project along with India and Sri Lanka.

  • The scheme empowers the Joint Commissioner (Appeals) for disposing of appeals filed before it or allocated or transferred to it, with power to send show cause notice, initiate penalty under the relevant provisions of the Act.
  • They will have no power to issue summons, as there is no provision of physical meeting either personally or through authorised representatives in connection with any proceedings under this Scheme. An appeal for personal hearing by the appellate will be through video conference.
  • The centre has already amended the Finance Bill to Insert Designation New Joint Commissioner (Appeals) in the Income Tax Act.
  • The CBDT will deploy about 100 posts of joint commissioners of the income tax department for this purpose.
  • Under the Income Tax law, an order issued by the tax authority can be challenged by the taxpayer first before an officer holding the charge of Commissioner (Appeals) followed by appeals to the Income Tax Appellate Tribunal (ITAT), the High Courts and the Supreme Court.
  • In her Budget speech Finance Minister Nirmala Sitharaman had proposed an E-Appeal scheme for disposal of small appeals and to reduce the pendency of appeals at the commissioner level.
