  • The trading platform has been developed by NCDEX e Markets Limited (NeML).
  • An ETS, or “cap-and-trade” system, caps the amount of pollution allowed from regulated industries and allots permits to plants.
  • Under ETS, industries with low abatement costs can make larger reductions in emissions and thus profit by selling excess permits
  • Industries with high abatement costs can save money by buying permits instead of installing expensive equipment.
  • The “cap-and-trade” system, similar to ETS, was introduced by the United States in the 1980s to reduce emissions of pollutants like sulphur dioxide and nitrogen oxides (NOx).
  • ETS is an innovative market-based system that has the potential to transform the trade-off between environmental quality and growth, improving air quality with lower costs of compliance to industry.

  • The cabinet also approved a proposal to set up two additional juvenile justice boards, one in Ranchi and East Singhbhum district each, to dispose of the pending cases. The grants to government aided colleges in the state were also revised.
  • The ministerial council also gave its approval to two rural drinking water supply projects in Dhanbad’s mining areas in Govindpur and Nirsa from the DMFT funds and cleared the decks for a rural water supply project in Hazaribagh’sBarhi block.
  • Together, the three projects would cost over Rs 331 crore.
  • The cabinet gave its nod to carrying out amendments to recruitment and service regulations of several government departments
